Challenge: Big is Better

Am I missing something obvious or is there a problem with the quest in the new build, challenge is to build 160 population however there is a build limit of x1 town centre and 25 houses so my limit is 140, I stayed atage 2if I go to age 3 can I build more houses?

At Age 3 you can have up to 4 town centers under your control.

So basically, get to Age 3, and then build another TC plus max out your houses.

Town Center = 20 pop
House = 5 pop

4 town centers(80 pop) + 24 houses(120 pop) = 200 population max.

120 population is max prior to Age 3, 200 would be max from Age 3.

I completed those pop quest on the first or second try, i found archers and villagers to be an easy combination(food for villies / wood+gold for archers).
