Quest help, dock rats!

Need some tips for this quest, AI always going for my villagers and always gets overpowerd while trying to build docks to complete the quest.

I attacked their city at the same time that I repaired the docks, and my villagers werent attacked at all. So i would suggest building up an army and keep the enemy busy defending their own city.
