No Treasures in Elite "Harass the Sea People"

I have accomplished this quest multiple time of late and there are no treasures available. Does anyone else have this problem?
|||No but I have found they are often in obscure places like very tiny islands on the edge of the map, nowhere near any of the gameplay. Are you scouting the entire map? This is a point though. This quest is a bit unattractive due to the placement of bandit tents. You have to head off to sea to get them once your complete so its not worth your time going for them.
