Bugged Advisor Hall

Hello,

I got a problem. I'm lvl 10 and havent got the quest "I'd Like an Advisor with That Hall" for the advisor hall. I also did the quest "camels in the mist", bud dint get the quest for the advisor hall.

Help woud be great!
