What to do after sandstorm?

[:1]i really need help.
After completing this mission, i returned to my home city and received my rewards for this mission. Then, there were two people with quests, one was at the dock and another in front of the town center but i cannot seem to be able to ACCEPT these missions. is it a glitch or something. how can i fix it.
