I cannot speak for other players but I see no point in making decorations at this point.
The cost adds up quickly, they consume resources that you need, etc. etc.
So, could there be an extra incentive for decorating other than looks?
One thought is maybe giving bonuses to resource production such as planks and skins for a well decorated city.. I mean, the people may work better in a beautiful city rather than an industrial slum (which is what my city is now). So, say if I got 25 decorations in my city, pine planks will take 13:30 rather than 15:00 to make. Does that sound reasonable?
Another is construction of residences. I think they should do something unique. I mean, I have a bunch of shops, workshops, and government structures but no housing. There would have be a monstrous shantytown to house all my citizens. Tax money, production boost, maybe a small one-time experience bonus, something along those lines rather than nothing.
Thoughts?

This is an excellent idea.
It does reward the player but not in a way that gives an advantage other than saving time.
It does not reward a player for having a nice looking city which is the point of deco.
I think a better idea might be something like a peer rating system but that also has a LOT of potential problems associated with it.
|||The only incentive I could possibly foresee as a bonus in decorating a capital city would be able to craft the blue prints and all the material mats to build such blue print.
Is there a point to repeat a quest to obtain limestone just so a building can be built?
Maybe that is the incentive they gave us, the ability to repeat a quest so we can build a medium house.

I see several reasons to decorate my city.
1: Its appriciated by other players.
2: Attracts more people to your moes, or other shops that give 5%.
3: Fame ? :P
|||Would love it if your city meant something more than just a place to pick-up a few quest, craft and throw a few decorations around.
For example, houses providing population (the amount dependent on the size, medium, large), and a set level of population being required to build workshops and other buildings. Decorations and wonders could make the population happier, in turn making crafting more efficient. Could even take a leaf out of SHK book and have population gradually migrate into your city, with decorations increasing the migration rate.
Just an idea.
